The purpose of this RFPQ process is to pre-qualify Prime Contractors for eligibility to participate in an invitational second-stage competitive process, and this RFPQ process is not intended to result in any agreement between The City and any Proponent.  While The City intends to conduct an invitational second-stage competitive process for the procurement of the deliverables, it is under no obligation to do so and The City may, in its sole and absolute discretion, choose not to proceed with or delay a second-stage competitive process for procurement of the deliverables.
