19-1626 - Stormwater Variable Rate Structure

The City of Calgary (The City) is seeking a qualified consulting firm to review, update, and develop an implementation plan for potential introduction of a variable storwmater drainage fee for the Utility. The project requires a consulting firm experienced in utility rate setting, rate development, and financial analysis.
 
The desired outcome this work is to:

1. Compare The City’s existing stormwater rate structure with potential variable rate alternatives.
2. Determine a sustainable, equitable, and transparent rate structure that is consistent with the Utility’s ongoing Stormwater Management Strategy work and best aligns with the Utility’s Guiding Principles for Utility Rates.
3. Conduct a feasibility and gap analysis for changes to the stormwater line of service’s rate structure;
4. Support The City’s engagement work on stormwater management with respect to stormwater rate structure options; and
5. Develop an implementation plan to support changes to the Utility’s stormwater rate structure and recommend timelines for implementation based on identified gaps, if required.
