The Oracle Enterprise Resource Planning (ERP) suite was established through competitive bid in 1997 under RFP 7-7912. Since implementation The City has made significant investments in the ERP.
The City intends leverage the existing license to add the e-Procurement module to the suite of Oracle products. The e-Procurement module is an extension of the existing suite of tools that integrates seamlessly into the current ERP. The e-Procurement module will be rolled out in a phased approach. Phase 1 was to investigate and analyze existing business solutions and recommend a solution to meet the need of an online requisition system for the Corporate Clothing Warehouse.  Phase1 identified the Oracle e-Procurement module as best fit.  The City is now entering Phase 2 to pilot the e-Procurement module. The pilot will include implementation of the e-Procurement module to control and manage employee clothing inventory and allowances as set by two (2) to three (3) Union agreements. Future potential phases include expansion of the use of the e-Procurement module to include all Union’s clothing inventory and allowances.

Notice is hereby given by The City of Calgary (“The City”) of its intent to enter into contract with Oracle Canada ULC for the provision of software licences and annual support services for the Oracle e-Procurement Module.
The project is anticipated to go live September 2019. The estimated budget for this project is $324,000.00 excluding GST. Maintenance, support and licensing obligations will be renewable annually throughout the useful life of the E-Procurement module estimated to be $66,000.00 per year.   
It is the intent of The City to award this contract for the following reason(s):

  1. The E-Procurement module is a totally integrated solution with the City’s current Oracle PeopleSoft based platforms.
  2. The City has no budget to develop integration to any other non-Oracle software suite or tool. It is the City’s intention to maintain the integrity and manageability of the current ERP platform for the long-term. It is the City’s intention to maintain the integrity and manageability of our ERP platform now and for the long term.
  3. Under New West Partnership Trade Agreement (NWTPA) exemption  (g) “where it can be demonstrated that only one supplier is able to meet the requirements of a procurement”, Oracle is the sole provider of licensing and support;
  4. The Canada Free Trade Agreement Article 513(c) for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services:
(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and
(ii) would cause significant inconvenience or substantial duplication of costs for the procuring entity, applies;
