Description

The City of Calgary (The City) is leading a watershed analysis and planning project that will analyze and compare alternative land use futures for the flood fringe zone along the Bow River in SE Calgary, in the area currently known as Ricardo Ranch. The primary intent of the study is to proactively quantify risks and compare tradeoffs between development values, flood and climate resilience, public safety, and environmental values. The study will help bridge the gap between the Area Structure Plan (ASP) currently under preparation and the subsequent Outline Plan. 
 
The work must be executed in a collaborative manner, with input obtained from a working group comprised of City staff, landowners, subject matter experts, and community and civic stakeholders. Quantifiable Triple Bottom Line (TBL) indicators (economic, environmental, and social) measuring desired outcomes and risk profiles for the area will be used to evaluate alternative future land use scenarios (conceptual designs). The alternative future scenarios will be developed considering different risk profiles, and will include varying amounts and configurations of land use types (e.g., open space, residential, stormwater ponds).  The final deliverable will include a report describing the process, methodology, and recommended future land use scenario for the flood fringe that minimizes TBL tradeoffs.

Any Agreement resulting from this opportunity will have a duration lasting until project completion.

This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.

Prequalification not applicable. This RFP is open to all proponents.
