Description

The City of Calgary (“The City”) is seeking proposals to provide staff and labour, and coordination and administration, to perform “Residential Recycle and Compost Right Audits”. 
The City has found that conducting regular Recycle and Compost Right Audits is one of the best ways to understand contamination issues and trends and allows the opportunity to target specific addresses using cart tags, by temporarily leaving contaminated carts uncollected, or by providing promotional material reinforcing recycle and compost right behavior. These audits also allow direct interaction with residents to help them understand the nuances of their individual cart use.
Cart audits involve visually inspecting the contents of residential collection carts prior to the carts being emptied on collection day. Inspection and response criteria are determined by The City.
This project will encompass:

  1. Completion of target number of audits;
  2. Coordination with City staff to plan audits and follow-up audits including timing and routes;
  3. Provide staff to perform Residential Recycle and Compost Right Audits for carts located at approximately 200,000 Calgary residences;
  4. Cart tagging and distribution of other promotional materials;
  5. Direct resident interactions;
  6. Data compilation and reporting;
  7. Administration and supervision of staff performing audits; and
  8. Completion of all City required project specific and safety training.
The term of the Agreement will be for an initial term of up to one (1) year. After the initial term, The City will have an option to renew the Agreement on the same terms and conditions for three (3) additional one (1) year terms for a potential total term of four (4) years.

This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
