The One Window initiative is a transformation project with the objective to create a coordinated housing intake process across over 60 independent organizations operating non-market housing in Calgary. For the design phase of this project, The City of Calgary is seeking a qualified consulting firm to be part of an integrated project team that will also include resources from the Calgary Housing and IT business units, in order to advance this project to the point of implementation. The scope of work for the Preferred Proponent will include project management, engagement and change management, and operating model development.
The scope of work for the Preferred Proponent includes initiating, planning, and executing all activities related to the three roles outlined below. At the proponent’s discretion, these roles may be combined or may be performed by up to three (3) separate resources.
- Project management: This role will to co-lead the Phase Two project activities alongside The City’s Project Manager, Affordable Housing. Within this role, the Preferred Proponent is responsible for developing work plans, monitoring progress against project timelines, and coordinating activities of the entire project team across all work streams.
- Engagement and change management: This role will facilitate continued support and buy-in for the One Window initiative in the non-market housing community. Within this role, the Preferred Proponent is responsible for developing and executing a proactive, strategic approach to engagement and change management, ensuring that this approach is integrated into all project activities.
- Operating model development: This role will facilitate informed decision making around the operating, governance, and funding model for a future state solution. Within this role, the Preferred Proponent is responsible for conducting research into relevant governance and operating models for similar systems in other jurisdictions, developing options, and working toward consensus within the Core Design Team Steering Committee.
