The City is seeking the services of a provider(s) to provide the services for an Employee and Family Assistance Program (EFAP) and Substance Abuse Assessment Program (SAAP).

- Social programs for communities and local non profit groups
- Assessment of property for taxation purposes
- Protective and emergency response services (Police, Fire)
- By-law enforcement
- Provision of utilities (water, sewer, waste deposal)
- Development and business approvals
- Management of public parks and recreation facilities
Additionally, there are several "internal" services that support The City's Departments and Business Units in their delivery of the above products and services. For example, these "internal" support services cover such things as:

Organizationally, The City is structured into "Departments" and "Business Units". The "City Manager" reports directly to the Mayor and Council. Reporting to The City Manager are six (6) "General Managers" who are responsible for managing a "Department." Reporting to the General Manager of a Department are "Directors" of the various "Business Units" within a Department.
We have approximately 18,500 employees that range from full-time through to on-call. Employee base can fluctuate during the summer months, by approximately 800 employees. Seasonal employees are hired to support various seasonal operations (e.g., road construction and repair, parks maintenance, etc.).
Generally, our workforce is 81% unionized, 65% male and 35% female, 85% full-time and an average age of approximately 47 years.
We provide and deliver services from a wide variety of geographical locations within the boundaries of the municipality. Many of the operational areas are required to have 24/7 coverage for the services they provide.
Extended Health Care benefits are provided by Green Shield Canada, and Alberta Blue Cross for The City’s firefighters. The City self-insures Sickness & Accident and a third-party provider adjudicates the claims. The Long Term Disability benefits are insured by Canada Life (formerly called Great-West Life), and Sun Life for The City’s firefighters.
The services required under this RFP are separated into the following two (2) schedules:
Schedule A for Employee and Family Assistance Program (EFAP); and
Schedule B for Substance Abuse Assessment Program (SAAP).
The EFAP and SAAP are both administratively contained within The City’s Human Resources Business Unit, Total Rewards and Healthy Workplace.
All core services provided will be billed to an EFAP Administrator at The City. Education sessions provided may be billed to individual Business Units.
