Description

The City of Calgary’s Water Resources business unit is seeking a qualified consulting firm to conduct cost of service study for three lines of service of Water Resources:

Water Treatment & Supply,
Wastewater Collection & Treatment; and
Stormwater Management.

The desired outcomes for the study are to:

Determine the equitable allocation of the revenue requirements between customer classes;
Address utility issues and strategic objectives associated with cost of service, rates, and rate setting; and
Establish fair and defensible rates, based on Guiding Principles for Utility Rates (see Appendix C), for water treatment & supply, wastewater collection & treatment, and stormwater management that inform the 2023 to 2026 business plans and budgets.

The project requires a consulting firm experienced in utility cost of service methodologies, utility rate setting, and utility customer profiles. Additionally, experience working with Canadian utilities and regulatory environments is requested.

Any Agreement resulting from this opportunity will have a duration lasting until project completion.

This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
