18-1554 - Radar Rainfall Data Program

The purpose of this Request for Proposal (RFP) is to obtain submissions from qualified consulting firms or contractors to perform the scope of work for the Radar Rainfall Data Program being led by the Water Resources Infrastructure Planning Division.  The general scope of work would involve quantitative hydrometric analysis of the data from Environment Canada weather radar in Strathmore to produce detailed digital rainfall maps showing the total amounts, duration and intensities for the rainstorms of interest as requested by the City.  These maps and data will be used to assist in addressing the various drainage complaints resulting from intense thunderstorms, as well as in development of various stormwater and sanitary hydraulic models, and to understand performance of many of the City’s Low Impact Development (LID) and conventional stormwater structures.

The highest rated proponent will be requested to enter an Agreement with The City for the provision of the Deliverables. The term of the Agreement will be for an initial term ending 2019 November 29. After the initial term, The City will have an option to renew the Agreement on the same terms and conditions for four (4) additional one (1) year terms for a potential total term ending 2023 November 29.

This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
