The purpose of The City of Calgary Total Compensation Review is to benchmark against the market The City of Calgary’s (The City) cash and non-cash compensation elements including base salaries, benefits, pension and perquisites, and assess how The City is positioned relative to its market for talent. The benchmarking will also take into account The City’s compensation philosophy and competitive orientation vis a vis other organizations that form the ‘market’ for talent. The total compensation packages to be reviewed and benchmarked will cover Exempt, Unions and Senior Management Team (SMT), and will also include the Calgary Police Service (CPS), that is, all City of Calgary employees
The City is interested in understanding its market positioning for all key elements of its total compensation package, using an evidence-based approach. The economic downturn, salary freezes, benefit cost escalation, collective agreement settlements, and public perceptions about public sector compensation have reinforced the need to obtain relevant, valid and reliable market data that will confirm The City’s market positioning. This information is also critical in informing future actions to maintain a responsible, competitive and sustainable compensation package.
The City is seeking a Consultant who can undertake a market review of all key cash and non-cash components of The City’s total compensation package, including base salaries, benefits, pensions and perquisites. The Consultant will help define the market, including target market positioning, and public and private sector comparators, review and prepare City data and documentation, gather competitive information, assess The City’s positioning by individual element and on a total package relative value basis and draw key conclusions. The Consulant will prepare a report and present findings to The City’s Adminstrative Leadership Team (ALT) and to City Council (Council).
The Consultant will work with City subject matter experts to understand The City’s total compensation program and elements, market comparators, target market, benchmark positions, and to facilitate the gathering of current, valid and accurate internal data.
