A Watershed Investment Strategy has been identified as a priority project for The City of Calgary, highlighted as a key initiative in both the Source Watershed Protection Plan and Riparian Action Program.
The project will consist of the following:
Develop the Watershed Investment Strategy to include a program framework, financing options and an implementation roadmap.
Success of the project will be achieved when the following three (3) outcomes have been completed:
1. Development of a Watershed Investment Strategy that includes the following sub-components;
a) A land acquisition framework intended to protect Calgary’s source watershed and riparian areas; including recommended funding mechanisms, governance structures and potential priorities for land acquisition.
b) A partnership and / or micro-grant framework that outlines how The City could work with external parties to achieve strategic watershed and program objectives.
2. Sustainable municipal finance options to fund the strategy for the Water Utility’s consideration, based on similar programs in other municipalities or Utilities.
3. An implementation roadmap to ensure success and that program objectives are achieved and sustained.
Any Agreement resulting from this opportunity will have a duration lasting until project completion.
This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
