The City of Calgary (The City) is soliciting proposals for the provision of external auditing and registrar services to support The City’s existing ISO 14001:2004, ISO 9001: 2008, OHSAS 18001:2007, as well as existing and future ISO 14001:2015, ISO 9001:2015 and ISO/DIS 45001 registrations over a three year period 2018 – 2020. The City currently has eight ISO 14001 registrations (in the process of transitioning from the 2004 to the 2015 version of the standard), one (1) ISO 9001:2008 registration and one (1) OHSAS 18001:2007 registration. The structure, scope and number of these registrations will likely change over the contract period, because of the implementation of a revised framework for a corporation-wide environmental management system, based on key elements of ISO 14001:2015 and The City’s own risk management principles. Concurrently, the affected business units (primarily those currently registered to ISO 14001:2004) will be in the process of transitioning from the ISO 14001:2004 to ISO 14001: 2015 and ISO 9001: 2008 to the ISO 9001:2015 standards. Other routine changes in City business planning and risk management processes will also be on-going as The City works on developing its 2019 – 2022 service lines and budgeting plan.
The highest rated proponent will be requested to enter an Agreement with The City for the provision of the Deliverables. The term of the Agreement may include a Proof of Concept, with an option in favour of The City to renew the Agreement on the same terms and conditions for an initial term of up to three (3) years. After the initial term, The City will have an option to renew the Agreement on the same terms and conditions for one (1) additional three (3) year terms for a potential total term of six (6) years.
This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
