A Notice of Proposed Procurement (NPP) # 18-019 was published on 2018 May 28 notifying potential bridge management system providers that a RFP is scheduled to be released in July 2018. The City of Calgary is seeking proposals for a Bridge Management System (BMS) on a cloud based Software as a Services (SaaS) or City hosted platform.
Bridges are essential infrastructure assets that must be maintained by the responsible agency for their lifetime. A bridge can be over 100 years old and have 100 years of associated inspection records, engineering drawings, records of maintenance and rehabilitation works. Bridges are also essential elements in transport networks. Bridge deficiencies that impact safety or usage not only effect users of that bridge but the transportation network it is a part of.
The major tasks in bridge management are collection of inventory data, inspection, assessment of condition, repair strengthening or replacement of components and prioritizing the allocation of funds. A BMS is a means of managing bridge information to formulate maintenance and rehabilitation programs with cost limitations. The City currently owns approximately 400 bridges. The inventory is expected to grow significantly with the construction of the connections to the new SW Ring Road. The City is in the process of adopting the OSIM standard and is looking to find a BMS that supports this standard.
The proposed BMS should have five (5) main features: 1) inventory, 2) operations 3) analytics, 4) predictive analytics and 5) reporting. The work and services to be provided by the Supplier as part of the BMS solution, is further detailed in the RFP under Appendix G – Specifications Matrix.
