18-1662 - Closed Landfill – Springbank and Blackfoot Landfill Gas (LFG) Management System

This Request for Proposal (RFP) is issued for the purpose of retaining a consultant to design and supervise construction of an extension or augmentation to the landfill gas (LFG) Management System (MS) at The City of Calgary’s Springbank (SB) and Blackfoot (BF) closed landfill sites. Specifically, we are looking for options to mitigate potential LFG migration from the western boundary of the SB and BF landfills.
 
This project anticipates the following Phases:
 
PHASE 1 - SPRINGBANK CLOSED LANDFILL – LFG MANAGEMENT SYSTEM EXPANSION (DESIGN AND CONSTRUCTION)
 
PHASE 2 – BLACKFOOT CLOSED LANDFILL – LFG MANAGEMENT SYSTEM EXPANSION (ASSESMENT)
 
PHASE 3 – BLACKFOOT CLOSED LANDFILL – LFG MANAGEMENT SYSTEM EXPANSION (DESIGN AND CONSTRUCTION)
 
Unless otherwise stated in the Agreement Letter, the award under this RFP will be for Phase 1 and Phase 2 of the Requirements.  Subject to approval by The City, the project can be extended to include Phase 3 of the Requirements.

Any Agreement resulting from this opportunity will have a duration lasting until project completion.

This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.
